I opened the storytime by putting on a cowboy hat and inviting the kids to guess the theme. This lead to a brief discussion of their favorite hats.
For our craft we made a classic from generations past: paper hats! I found great easy directions online, which I modified to create a document for the parents and caregivers to follow. I printed a copy for each adult. The link is here:

I used 11×17″ plain white copy paper. Still, the hats did not stay on even the smallest children’s heads. This can be fixed by taping pieces of string or a piece of elastic inside the hat, and the kids can tie the strings under their chins.
